Is it ok to eat chicken/tuna sandwiches for substituting the hamburger?
the sandwiches is self-made and the bread is whole wheat bread.

no, this is wheat free, for so many health reasons. Whole wheat unfortunately still has so many issues. But that's up to each person, on this diet it's a now, there is no wheat on any menu plan. Sorry.

Is it because some people are wheat allergy?
But why the hamburger bun is ok?It isn't a kind of bread that may contain wheat?
Is wheat free means carbohydrate free?
so is it ok for me to eat brown rice with chicken or a salad with chicken and some beans instead of having a hamburger?

Well, wheat has been so hybridized there is little healthy about it. Even ancient purer grains you have to be careful. And even then you should do fermented breads/sourdough. People over do grains. They have no nutrients and little health value. Yes many people are allergic. Even if they don't have celiacs they are gluten sensitive.

When we say eat beef, you can have chicken. Not chicken and rice. You can have legumes, with some added fat, but no meat with it.
